It was VixxxSin's deal to require Hailey to perform on occasion in exchange for using Hailey's agency, Land Ho, exclusively to develop the city. It's a toss up between VixxxSin and Hailey as to who's more business cunning.
Examples here were shot from Land Ho's penthouse office. People joke that Land Ho has seen more naughty behavior than Bangin Body. Hailey won't support or deny the remark. VixxxSin does spend a lot of time in meetings there. Hmmm.
